I have some leftover nexgard spectra for dogs from 3.6 to 7.5 kg. If I want it to give it to someone that has a larger dog, can they give him the equivalent number of pills to Match his weight?

Nexgard Spectra is the European Brand for the same manufacturer. Boehringer Ingelheim. In the terms of what they cover, there is no difference between them.

Nexgard Spectra monthly chew can: kill fleas, kill ticks (including Rocky Mountain wood tick, brown dog tick), heartworm, and control roundworms, hookworms and whipworms.
It does not advise to treat mange.
